Qatar's ICT ministry signed an agreement with PwC Middle East and OpenAI covering wider use of tools such as ChatGPT in government. The sources give no rollout date.

Business, education and API customers can keep their stored data inside the UAE (also reported by Gulf News and Khaleej Times). Free consumer accounts are not covered.

Microsoft's help page lists Arabic for text and voice. We found no start date, so this only shows it is available now. Microsoft names "over 170 markets" but no individual countries.

Microsoft announced in-country processing for Microsoft 365 Copilot in October 2025. By July 2026 Abu Dhabi had 35,000 civil servants on it with all AI processing kept in the UAE, according to the Abu Dhabi Media Office.
